Abstract

The transition to the expansion of service functions in the activities of the authorities of the Republic of Crimea since 2014 has been accompanied by appropriate institutional transformations that contribute to better public services in the provision of public services. Today, the authorities are expanding the functions of servicing individuals and legal entities in the digital economy. The modern, dynamically developing environment poses new challenges to organizations. The development of technologies, automation and multiple acceleration of processes occurring in the external environment create the need to change traditional approaches to the organization of their activities. One of the modern directions of development of the world and domestic economy is its digitalization, which provides a wide range of new opportunities for it in terms of the use of new technologies. In this regard, in the Russian Federation, in accordance with the Decree of the President of Russia dated May 7, 2018 No. 204 "On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024", the National Program "Digital Economy of the Russian Federation" was adopted and approved on December 24, 2018 – a platform on which a new model of interaction is being created between business, government, expert and scientific communities to increase Russia's competitiveness at the global level. It is possible to achieve success in the provision of public services only with a changed consciousness and new professional qualities of the development of labor resources in the conditions of digitalization. Considering that it is the labor resources that ensure the implementation of reforms and the achievement of the required indicators, it is the professional efficiency of labor resources that is important for the provision of public services in the context of digitalization. The purpose of the article is to implement practical approaches to the development of human resources in the provision of public services in the field of functioning of the management body and forces of the unified state system of prevention and liquidation of emergency situations of the Republic of Crimea.
